Federal budget impact on Fermilab and HEP

The Fiscal Year 2008 federal budget, allocated in December 2007, cut $94 million in funding for High Energy Physics. The diminished funds had a powerful impact at Fermilab, requiring workforce adjustments and forcing the cancellation of R&D for experiments and technology key to the future of particle physics. Included in the cuts were funding for the NOvA neutrino experiment and funding for R&D for the International Linear Collider. This fact sheet summarizes the impact of budget cuts on Office of Science programs. Fermilab Director Pier Oddone discussed the implications of the FY08 federal budget for the laboratory at an All Hands meeting on Dec. 20. The laboratory began rolling furloughs, requiring every employee to take a week of unpaid leave every other month on Feb. 1, 2008. In addition, Director Oddone plans to reduce the workforce by about 200 employees.

In May 2008, the University of Chicago received a $5 million donation, to be used in support of the future of high-energy physics in the United States. The donation supports the development of plans and programs for future facilities at Fermilab that will serve the high-energy physics community in the United States. As a result of a Work for Others agreement between the Fermilab and the University of Chicago and a combination of other factors, Director Oddone announced the end of the furloughs at an All-Hands meeting on May 23, 2008, he announced a voluntary layoff program, to be followed by involuntary layoffs, if necessary. About 60 employees chose voluntary separation.

In June 2008, Congress passed a supplemental spending bill that includes $62.5 million for the Department of Energy to avoid further layoffs and restart science projects at Fermilab and other national laboratories. US Senator Richard Durbin, Congresswoman Judy Biggert, Congressman Bill Foster and DOE Acting Deputy Secretary of Energy Jeffrey Kupfer addressed Fermilab employees at an All-Hands meeting on July 2.
